Responsible for coordinating quality management efforts including development, implementation, data collection and analysis to achieve targeted objectives. Responsible for the overall direction, coordination and implementation of the QI Program for the healthcare system. Will participate in and assist in preparation for all quality and accreditation audits and surveys.

JOB QUALIFICATIONS:
A. Education: Graduate of an accredited School of Professional Nursing. Bachelor’s degree in health related field preferred
B. Personal job-related skills: Knowledge of Medicare rules on quality assurance and improvement. Knowledge of Medicare and Medicaid programs. Must have leadership and management abilities. Effective oral and written communication skills, strong computer skills, able to interface with and utilize Information Technology, detail oriented, must be a self-starter able to work without close supervision. Must be able to communicate and work with Medical Staff and members of the healthcare system management team.
C. Licensure, registry or certification: Registered Nurse currently licensed by the State of Texas.
D. Experience:
1. Prior Work Experience: At least four (4) years of experience in a healthcare setting as a Registered Nurse. Prior knowledge of Quality Improvement, Risk Management, chart auditing and Utilization Review required.
2. Knowledge of statistics, data collection, analysis and data presentation.
3. Technical Training: Current CPR training
E. Physical and Mental Requirements: Duties of the position require extended periods of sitting, standing and walking. Bending, stooping, twisting, reaching and lifting up to 50 pounds.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

A. Develops the Quality Improvement (QI) plan to include objectives, policies, standards and corrective procedures.
a. Assists the Executive staff in the planning of a systematic, organization-wide approach to identifying measurable indicators for quality standards and improving performance, promoting consistency and minimizing duplication of effort.
b. Leads the healthcare system in the development of process improvement plans, consistent with the quality protocols and standards identified by Centers for Medicare & Medicaid Services, Quality Net, Quality Improvement Organization, and others related to quality improvement.
B. Assists clinic managers, and practice staff with the preparation and assessment of quality reporting for Medicare Guidelines.
C. Analyzes and interprets data to determine quality of patient care and to identify problems, patterns, and high-risk activities.
D. Identifies applicable licensure and accreditation regulations and standards.
a. Ensures providers are notified of changes in standards and conditions
E. Participate in and assist in preparation for all quality and accreditation audits and surveys.
b. Meet all necessary submission deadlines for accreditation to include action plans
F. Develops criteria to measure success of program protocols and procedures
G. Assists staff in identifying training needs; trains on purpose, scope, administration, and practice of Continuous Quality Improvement.
H. In collaboration with the Executive Team, coordinates tracking and reporting of outcomes, and follow-up of corrective action plans
I. Assists with coordination of QI Meetings
J. Participates in staff, management, and board meetings as they relate to QI activities
K. Utilizes resources for quality standards such as The National Association for Healthcare Quality and Agency for Healthcare Research and Quality.
L. Understands and demonstrates competency in Chart Audit Validation process with Clinical Data Abstraction Center guidelines.
M. Complies with other quality initiatives and programs to meet all State and Federal guidelines.
N. Chair the Safety Committee
a. Ensure the committee functions properly, all relevant matters are discussed and that effective decisions are made and carried out
b. Ensure accurate agenda and minutes are kept
